Environmental Permitting Manager

Manager, Policy & Permitting

Position Summary

The Policy and Permitting Manager will report to the Director Business Development. This position will be duly focused on permitting in support of exploration, development, and operation of Ormat’s renewable energy projects; and the development and implementation of the Company’s government affairs strategy at the federal, state, and local levels.

Essential Functions

  • Implement permitting strategies for assigned resource and development projects
  • Develop and implement legislative strategies supporting the Company’s growth before federal, state, and local legislative bodies
  • Prepare necessary environmental permit applications and manage consultants to achieve all regulatory, siting and environmental requirements and approvals needed to achieve permit acquisition
  • Monitor changes in legislative and regulatory policy and advise Director to inform business strategy and planning
  • Frequent monitoring and reporting on all projects and prospects under development
  • Prepare milestone schedules and be involved in budget requirements on assigned projects
  • Negotiate with county, state, federal and other regulatory agencies to achieve acceptable permit conditions consistent with project and Company goals, schedules, costs, and environmental protection
  • Build, strengthen, and maintain relationships with regulatory agencies, partners, contractors, consultants, and other stakeholders
  • Represent the Company's position in hearings and workshops; assist with public relations strategies
  • Collaborate with the Regulatory Affairs and Communications Managers on overall Ormat initiatives in stakeholder engagement
  • Attend workshops, conferences, tradeshows, and meetings as assigned
  • Willingness to travel nationally up to 20% of time, with the ability to travel for long distances by car and air

Education, Experience, and Skills Required

  • Bachelor's degree in in Political Science, Environmental Sciences, Engineering, Business, or comparable degree; advanced degree preferred
  • Minimum of 7 years’ experience in environmental permitting, regulatory affairs, and/or public policy
  • Demonstrated problem solving, negotiating and excellent oral and written communication skills
  • Experience and knowledge of environmental permitting regulations, including NEPA and CEQA
  • Experience with projects on public lands in the Western U.S. and developing political strategies to resolve project siting or permitting conflicts
  • Ability to manage internal and consultant teams to meet deliverables
  • The ability to write and review/edit technical and commercial documents
  • Proactive and responsible; able to set own action plans and manage multiple responsibilities at once
  • Must have excellent organizational and planning skills
  • Must be able to read, write and speak English at a level which will permit the employee to accurately understand and communicate information to perform job duties safely and efficiently
  • Must be able to use and acquire knowledge of a variety of computer software applications in word processing, spreadsheets, databases, and presentation. Must be proficient in MS Word, Excel, Power Point and use of the Internet
  • Must possess at any time a valid driver’s license with a driving record acceptable to Ormat’s auto insurance carrier

 

Physical Requirements

  • Must be able to work in an office environment
  • This position requires sitting 80% of the time and standing and walking 20% of the time
  • Must have the ability to occasionally lift up to 25 pounds without assistance
